A new report from Localise West Midlands has found that the government’s flagship Green Deal energy efficiency scheme could leave fuel-poor households out in the cold despite the fact that the fuel-poor pay disproportionately for carbon abatement schemes through levies on fuel bills.

Solving Fuel Poverty: Opportunities for Green Deal and Localisation was written by LWM Associates Jon Morris and Phil Beardmore, and goes on to make recommendations for how the needs of households in fuel poverty can be better addressed by the scheme, including localised community schemes, better house assessment methods, and a whole-house approach amongst others.
